The Water Quality Data Storage System and the Phase-two Co-construction of facilities by MOENR

The purpose of this project is to plan and set up information infrastructure required for co-construction of facilities by the Ministry of Environment and Natural Resource and its subordinate units. Also, by virtual remote offsite data backup and data storage through the water quality data storage systems and other service systems employed by the Environmental Protection Administration Executive Yuan (Taiwan), the subordinate units may share the facilities and resources co-constructed, promote energy conservation and carbon reduction, and set up standard operating procedures. To this end, two sets of storage facilities were purchased and allocated in Taipei Tung-Chi Facilities and GSN Taichung Wen-Hsin Facilities. Data synchronization was carried out through the copying mechanism of the storage facilities. The GSN Taipei Yonghe Kuokuang Facilities and the online operation system in use at the EPA were transferred to the mechanism to remote backup the synchronized data through the router leased line, so as to activate the remote-controlled initiation system in case of emergency, and provide convenient services to all. The virtualization tool is a piece of software capable of executing multiple operating systems. The dynamic configuration facilitates the equal distribution of resources. Under abnormal circumstances, the location of the physical machine where the virtual machines are located can be adjusted where needed to enhance the system’s usability. Besides energy conservation and lowered purchase costs, less manpower is needed to install operating systems so to ensure management timeliness and operational flexibility. With regard to system virtualization, the power, space, and equipment costs of the 86 machines were cut down by deducting three machines assessed to being not needed for virtualization from the existing 107 machines, and also merging the 104 machines into just 18 machines (12 operational virtual platform machines and 6 backup platform machines). As the remote offsite data backup facilities are unmanned, thus remote facilities management tools were also introduced during the project planning and setup. Other than the remote operating systems, the light signals and machine restart were also inspected to minimize the manpower requirement for the offsite data backup facilities in order to yield the benefits of dual facilities, without having to pay for extra repair and manpower costs.
